a bit preachy, but still a fun read

Pros: Story moves along pretty quickly, between a small number of protagonists. You don't get lost like in some novels, requiring a compendium to keep up. It has a nice story arc that makes it a complete story, but with connection to the next. I like the compartmentalization that was lacking in other series stories (e.g., Star Wars - The Empire Strikes Back was one that really did not neatly tell a single chapter, and had too many strings attached to the Return of the Jedi).
Cons: It's the author's pulpit, and his right, to write up the failings in his views of society, and the expected long-term effects of life on Earth. Every chapter starts with a fake news story developed to make a point of how liberalness is a bad word. Occasionally, the pendulum swings toward extreme conservative governments, but rarely is there any middle ground. It smells very strongly of a lecture, the entire book. Some of the side story lines, don't really jibe well with the overall arc of the story, but give some background on the philosophy the author is purporting (spoiler alert: the entire judicial sequence felt out of place, and was almost immediately forgotten, and only mentioned in context later on).
Thoughts:
I hold many of the same views as the author, truth be told, and felt the story was not meant to be balanced, but a little more balance would have been nice. My favorite dilemma of the first book in this series, was the revelation that the ideals the protagonist had were difficult to achieve when real life stepped in. Trying to live a Libertarian lifestyle is difficult when you realize you need secrecy and taxation, along with rule of law and enforcement. This book only brings that dilemma tangentially together with a few lines of "Steve would have trouble with this" line of thinking.
(spoiler alert) Finally, I have difficulty when a character in a book just never makes any mistakes. The entire synopsis of this book could be written down as "humans make few mistakes, but aliens do" and there was almost no point in the book where the tension was palpable into feeling that the protagonist was not going to win. That was a bit disappointing, and un-realistic, to me.
Overall, still an enjoyable experience, but a bit preachy and not much growth happens to the characters. Maybe that's part of the point, as the Old Ones are said to have stopped innovating when they started becoming immortal, just as humans began to do.

Unbearably preachy.

Mr. Nuttall's books have always been extremely preachy, but this second volume really makes it painful. I read dozens of books in this genre, and what I want to read about is ships, strategy, technology...not receive heavy doses of political ranting. He crams his views down the reader's throat over and over, and the "training" of two characters is nothing more than the political indoctrination he seems to despise - I can almost see the Soviet Commissar in the room with the students during the 'voluntary' classes.
Mr. Nuttall uses the same theme across his books; a moribund and corrupt empire, technology frozen-in-place, and the weak and fragmented but dynamic humans showing a level of innovation - but only some of them. The ones that do will save the day, but you will be forced to endure endless diatribes about their political viewpoints, along with the involvement of a multitude of superdreadnoughts (apparently battleships aren't sufficiently threatening for him).
This has stopped my involvement in his Empire Corps Series at book 4, and will likely keep me from volume 3 of this series when it arrives.
Mr. Nuttall has a good imagination, and he is prolific...I just wish he would focus more on the story and less on the preaching.

Sorry not liking this one

I have read several of this authors books but I could not finish this one as it just got bogged down in a political and racial lecture and I read for enjoyment not someone beating a drum.
